SAILING INSTRUCTIONS FOR DINGHIES

 

 

1

RULES

 

1.1

Racing will be governed by the ISAF Racing Rules of Sailing (RRS), the prescriptions of the RYA, these Sailing Instructions and the appropriate Class Rules.

 

1.2

The Sailing Committee may vary these Instructions in writing on the Regatta Notice Board in Paignton Sailing Club not later than two hours before the advertised start of the race.

CONDITIONS OF ENTRY

 

2.1

The safety of a boat and her entire management including insurance shall be the sole responsibility of the owner/person in charge who must ensure that the boat and her crew are adequate to face the conditions that may arise in the course of the race. Neither these sailing instructions nor any inspection of the boat in any way limits or reduces the absolute responsibility of the owner/person in charge for the crew, the boat and her management. The race organisers shall not be responsible for any loss, damage, death or personal injury howsoever caused to the owner/person in charge, or the crew as a result of their taking part in the race or races. Moreover, every owner/person in charge warrants the suitability of the boat for the race or races.

 

2.2

Each helmsperson is responsible for ensuring that they and the boat sailed in the regatta have adequate third-party insurance cover to a minimum of £1,000,000.

SAFETY

 

3.1

Adequate personal buoyancy (with a minimum buoyancy of 50N and being either a life-jacket or waistcoat-style buoyancy aid) shall be worn while racing. Wet suits and dry suits alone are not adequate personal buoyancy.

 

3.2

Wet suits or dry suits shall be worn by all competitors.

COURSES

 

4.1

The diagram is illustrative only, depicts port hand courses, is not to scale and does not show the bearing or distance of any mark from any other mark. The first mark is mark 1 for the Fast and Medium handicap fleets, and mark A for the Junior/Novice fleet. The first leg is intended to be to windward.

 

4.2

Marks 1 and 2 are 5ft cylindrical orange inflatable buoys. Mark 3 is a 5ft cylindrical yellow inflatable buoy. Marks A, B and C are 3ft “dumpy” orange inflatable marks.

 

4.3

A red or green flag will be flown from the committee boat before the warning signal to show if the marks are to be rounded to port or to starboard respectively.

 

4.4

Courses may be shortened at any mark of the course (at a mark common to all courses being sailed) by a boat displaying flag S. If shortened at the leeward end, the finish line will be the normal finishing line which is between a 3ft orange “dumpy” inflatable mark laid to windward of the committee boat and the mast of the committee displaying the orange flag. All boats must round mark 3 in the normal way prior to crossing the finish line.

 

4.5

Flag S and two sound signals indicate the course is shortened for all classes. Flag S over the appropriate class flag(s) and two sound signals indicate that only those classes will be shortened.

 

4.6

For all handicap races the class flags and intended number of rounds will be:

 

 

Flag O            Fast Handicap          PY1000 and below    4 rounds

 

 

Flag H                       Medium Handicap       PY1001 and above  3 rounds

 

 

Numeral 2     Junior and Novice Handicaps                     3 rounds

STARTS

 

5.1

Races will be started in accordance with Rule 26 (5 minutes – 4 minutes – 1 minute – Go). Where more than one start is being used, the Go signal of the first group starting will also be the 5 minute signal for the next group to start.

 

5.2

A minimum entry of 3 boats is required for a handicap class to start.

 

5.3

All boats must start within 5 minutes of their starting signal to count as having started.

 

5.4

Individual recalls. Rule 29.1 is modified in that instead of Flag X’ being displayed, the warning flag will be lowered to the dip.

 

5.5

All races will be started from the committee boat.

 

5.6

The start line will be between the mast of the committee boat displaying an orange flag and a 3ft “dumpy” orange inflatable mark (mark B on course diagram)

FINISHING

 

6.1

The finish line will be between the mast of the committee boat displaying the orange flag and either the 3ft “dumpy” inflatable mark described in 4.4 (mark C in the course diagram) or the nearest mark of the course.

TIME LIMITS

 

7.1

The time limit for all races will be 2 hours from the start of the first class. However, when the first boat in any class finishes, the race will be valid for those boats in that class which finish within 30 minutes of the time limit.

 

7.2

If the race is not finished within the time limit the result will be calculated on positions at the end of the previous round.

PROTESTS

 

8.1

The time limit for protests is within half an hour of the last boat of that class to come ashore at Paignton at the end of the day’s racing. Protest forms are available from the PSC race office.

SCORING

 

9.1

The low point scoring system in accordance with RRS Appendix A4.1 will be used.

 

9.2

A minimum of to races will constitute a series. If all four races are sailed a boat will discard her worst overall score to arrive at her overall points score.

 

10

PRIZES

 

 

10.1

Prizes will be awarded to the overall winners in each handicap class. Other prizes will be issued by the organising committee depending on the number of entries in each handicap class.
