KEELBOAT SAILING INSTRUCTIONS

Organised by the RTYC

(All Times are BST)

 

1.         Rules

1.1.      The Regatta will be governed by the 'rules' as defined in the Racing Rules of Sailing.

1.2       The prescriptions of the RYA will apply.

1.3       The IRC Rules parts 1, 2 and 3 shall apply.

1.4       Class rules for one design entries and boats sailing under a standard one-design rating certificate will apply.

 

2.         Notices to Competitors

2.1       Notices to competitors will be posted on the official notice board located in the Royal Torbay Yacht Club and Brixham Yacht Club.

 

3.         Changes in Sailing Instructions

3.1       Any change to the SI's will be posted bofore 0900 hours on the day it will take effect, except that any change to the schedule of races will be posted by 2000 hours on the day before it will take effect.

 

4.         Signals Made Ashore

4.1       Signals made ashore will be displayed on the flagpole located at the Royal Torbay Yacht Club Race Platform on Haldon Pier and Brixham Yacht Club.

4.2       Flag L over a numeral pennant means that more than one notice to competitors has been posted, and the numeral pennant signifies the number of the last notice posted. This is in addition to the meaning of Flag L in the Race Signals.

4.3       Flag AP with two sound signals (one when lowered) means "the race or races are postponed". The Warning Signal for the races postponed will be made not less than 60 minutes after AP is lowered.  This alters AP in the race signals.

 

5.         Schedule of Races

5.1       The schedule of races, times of warning signals and class flags shall be in accordance with Appendix A.

 

6.         Personal Buoyancy

6.1       All boats shall carry adequate personal buoyancy for each person on board whilst racing. Such personal buoyancy shall be worn at all times when ICF "U" is flown before or with the warning signal to which this requirement applies. Amends RRS Rule 40.

6.3       When life jackets are required to be worn they shall be securely fastened at all times. This amends RRS Rule 40.

 

7.         Safety

7.1       Races for IRC classes will be sailed under the requirements of ORC Special Regulations Category 4 plus VHF Radio, except Sports Boat classes shall comply with the RTYC Safety rules plus VHF Radio.

7.2       All boats other than those in 7.1 above shall comply with class or handicap system safety rules.

 

 

8.         Racing Area

8.1       The racing areas will be in Torbay and adjacent coastal waters.

 

9.        The Course

9.1      The diagrams and descriptions in Illustrations 1 and 2 show the courses, the order in which marks are to be rounded, and the side on which each mark is to be left. The "heavy weather course" shall be sailed if ICF 'S' is displayed ashore at least one hour before the first warning signal.

9.2       The course number to be sailed and the number of rounds to be sailed by each class will be displayed on a board on the race committee boat with the warning signal for that class.

9.3       The approximate compass bearing from the starting line to the first mark of the course may be displayed from the race committee boat.

9.4       The description of marks shall be as in Illustrations 1 and 2.

 

10.       The Start

10.1                 Races will be started using Rule 26, with classes starting at 5 minute intervals in the order given in Appendix A.

10.2                 The starting line will be between a mast displaying an orange flag on a race committee boat and an outer distance mark on the port end of the line, which will be a dan buoy flying an orange flag, except for the "heavy weather course" when it will be between a mast displaying an orange flag at the RTYC Race Platform on Haldon Pier and an outer distance mark (ODM) or a mast displaying an orange flag at the Brixham Yacht Club signal station on Battery Point And the ODM.

 

11.       Change of Course after the Start

11.1                 A change of course after the start will be signalled before the leading boat has begun the leg, although the new mark may not then be in position. Any mark to be rounded after rounding the new mark may be relocated to maintain the original course configuration. When in a subsequent change of course a new mark is replaced it will be replaced with an original mark.

 

12.       The Finish

12.1                 The finishing line, except for the "heavy weather course" will be between a mast displaying an orange flag on a race committee boat and the designated mark of the course, or if the course is shortened an adjacent mark of the course.

12.2                 The finishing line for the "heavy weather course" will be between the flagpole on the RTYC Race Platform on Haldon Pier flying an orange flag and the designated rounding mark or the flag pole on the BYC signal station on Battery Point flying an orange flag and the designated rounding mark.

 

13.       Time Limit

13.1                 There are no time limits and the Race Committee may shorten course at any time and for any reason. This changes rule 32.

 

14.       Protests

14.1                 Protests shall be in writing and forms for this purpose are available from the Race Office of RTYC Clubhouse or BYC Clubhouse.  Protests shall be delivered to the Race Office of RTYC Clubhouse or BYC Clubhouse within Protest Time which will begin when the last boat has finished the last race of the day, and will end 90 minutes later..

14.2                 Protests will be heard in approximately the order of receipt as soon as possible.

14.3                 The protest schedule showing the sail number of boats involved in protests will be posted at BYC and RTYC clubhouse within 30 minutes after the end of protest time. RRS 61.1(b) is amended so that the listing of a boat on the protest schedule shall constitute informing the boat and the time limit is altered accordingly. It shall be the sole responsibility of the competitors to check the BYC / RTYC Clubhouse notice board and to attend any protest hearing together with witnesses.

 

15       Scoring

15.1                 The low point scoring system of RRS Appendix A will apply.  Four races are scheduled, (except for the IRC and TPH Fleets who will have three races) of which three races shall be completed to constitute a valid series.  Each boat's series score will be the total of her race scores with her worst discarded if all four races have been completed.

 

16.       Radio Communication

16.1                 A boat shall neither make radio transmission while racing nor receive radio communications not available to other boats.  This restriction also applies to the use of mobile telephones.

16.2                 The Race Committee will use VHF Channel 72 to communicate with competitors.  Such communication may include sail numbers of boats recalled as OCS, course changes and safety matters.  Boats called by the Race Committee by name or sail number may respond and under such circumstances will not be in breach of SI 17.1. 

 

17.       Prizes

17.1                 Prizes will be awarded to the overall winner in each class. Other prizes will be awarded by the Race Organizers. The Spring and Autumn Mini Regattas Prizgiving will take place on Saturday 25th October 2008 at BYC.

 

            18        Disclaimer of Liability

            18.1     The disclaimer of liability was published in the Notice of Race and is reproduced here for             ease of reference:

18.2          Competitors participate in the race entirely at their own risk. See RRS 4.

18.3          A boat is entirely responsible for her own safety, whether afloat or ashore, and nothing,    whether in this Notice of race or in the Sailing Instructions or anywhere else, reduces this       responsibility.

18.4      It is for the boat to decide whether she is fit to sail in the conditions in which she will find            herself. By launching or going to sea, the boat confirms that she is fit for those conditions     and her crew is competent to sail and compete in them.

18.5          The boat is required to hold adequate insurance and in particular to hold insurance against             third party claims in at least the amount stated in clause 21 below for the duration of the race.

18.6          Nothing done by the organisers can reduce the responsibility of the boat nor will it make the         organisers responsible for any loss, damage, death or personal injury, however it may have          occurred, as a result of the boat taking part in the racing. The organisers encompass everyone        helping to run the race and the event, and include the organising authority, the race            committee, the race officer, patrol boats and Beachmasters.

18.7          In the event that assistance is rendered to any competitor, no liability for any loss, damage or        injury is accepted by the Royal Torbay Yacht Club, Brixham Yacht Club, the Race      Committee or the crew of any rescue craft.

 

19        Insurance

19.1     The insurance requirements were published in the Notice of Race and are reproduced here for ease of reference:

19.2     Each boat is required to hold adequate insurance including third-party cover of not less than £2,000,000 and it is the owner or owner's representative's sole and inescapable responsibility to ensure that the insurance is in place and is adequate. No responsibility will be accepted by the Royal Torbay Yacht Club, Brixham Yacht Club, or any other party involved in the organisation of the Race.
